City clears way for 17-storey development on Crescent Street

Council has approved amendments to the Zoning By-law and Official Plan to allow the development of a 17-storey mixed-use building on several properties along Crescent and Lake Streets, including 195–229 Crescent St., 131–137 Lake St., and 362 George St. S.


The project, submitted by RPM Holdings (2006) Inc., also known as Ashburnham Realty, will include up to 225 residential units and at least 465 square metres of commercial space. Council reduced the originally proposed maximum height from 20 storeys to 17 and adjusted the building’s footprint and setbacks to balance density with neighbourhood context.


The site is located in the City’s Central Area, a designated Strategic Growth Area, and is mostly surrounded by low-rise residential buildings. Nearby amenities include bus routes, parks, trails, and bicycle facilities. The development plans include indoor and outdoor amenity spaces, rooftop terraces, exercise facilities, and conference/remote work rooms.


Planning applications for the development were submitted in April 2025. Public consultation included a neighbourhood open house in September 2025 and revisions were made based on city and community feedback. The city has confirmed that the proposal can be supported by existing sewer, water, and transportation systems without adverse impact.
